He insists on saying everything he plans to say before allowing you, the patient to comment of question. I personally respond better to conversation between myself and the doctor during visits that include questions when it seems appropriate for me on whatever is being discussed

I did not care for Doctor Moore and I plan and pray that I never need his attention for my health care in the future
